How can there be lower resting pressure after the lis cut heals?wouldnt it be back to normal again?

My guess is it would be slightly less because of the fact that it was cut and scar tissue exists...it will never be like before. Same thing with a broken bone, sure it'll heal but it'll never be as strong as before.
